Since May 15th, the Customs has implemented a 365 day no rest day for cross border e-commerce regulation, and customs clearance procedures have been completed within 24 hours after goods arrive at the customs supervision place. The Customs General Administration is formulating a tax policy for cross-border e-commerce retail import.

The reporter was informed that Huang Songping, spokesman of the Customs General Administration, said at a news conference held today at the State Council new office that the State Council promulgated the guiding opinions on promoting the healthy and rapid development of cross-border e-commerce. According to the guidance, the customs is actively cooperating with the relevant ministries and commissions of the Ministry of Finance and so on, and formulating the tax policy on cross border e-commerce retail import in accordance with the principle of promoting domestic consumption, fair competition, promoting development and strengthening the management of import and export tax.


Huang Songping pointed out that in recent years, cross-border e-commerce has developed rapidly, and has gradually become an important force to promote the development of foreign trade.

The customs actively complied with the development of the situation, and launched pilot projects on cross-border e-commerce services in conjunction with relevant departments, and set up an information platform supporting the pilot regulatory mode. In view of the corresponding mode of customs supervision, the regulation of the import and export of cross-border e-commerce has been set up, and the relevant import and export data have been basically incorporated into the customs statistics.

Timely grasp the needs and operation rules of e-commerce enterprises, and publicize the convenient measures of customs through various forms such as site announcements, formula columns, etc., and fully implement the relevant requirements, so as to ensure that e-commerce enterprises enjoy full access to customs clearance.
