Tianjin Actively Deals With EU PFOS Technical Barriers
Since June 27, 2008, the European Union has limited the PFOS content to the finished products sold in the market, which has become a serious technical barrier to China's export of textiles and leather products to the European Union.
To this end, Tianjin entry exit inspection and quarantine bureau is actively dealing with the EU PFOS.
Technical barriers, the use of their own scientific and technological advantages, developed a complete set of detection methods.
At present, 31 applications have been accepted and a test report has been issued, which provides scientific and effective technical support for the smooth export of Tianjin products to the European Union.
PFOS Chinese is known as perfluorooctane sulfonyl compound, and it is widely used in textiles and leather products.
PFOS technical barriers refer to the 2006 / 122 / EC directive issued by the European Union at the end of 2006, namely, "laws, regulations and regulations governing the sale and use of certain hazardous substances and products by all Member States," which limits the content of PFOS in the EU products.
The directive stipulates that the PFOS content of the finished products sold in the EU market from June 27, 2008 should not exceed 0.1% of the total quality, and the content of semi-finished products should not exceed 0.05%.
At present, PFOS is used in textile, carpet, leather shoes, paper making, packaging, printing and dyeing, washing, cosmetics, pesticides, fire fighting agents and hydraulic oil manufacturing, and is widely used in textile industry.
Customs statistics show that China's textile exports to the EU accounted for 34.6% of the EU's textile imports in 2007.
The implementation of EU PFOS directive will become a serious technical barrier to China's textile and leather products export to the European Union.
After obtaining relevant information of EU PFOS directive, Tianjin entry-exit inspection and Quarantine Bureau organized the backbone of science and technology to carry out research and research, and set up a PFOS working group composed of several Ph. D. and master's degree. After drawing lessons from no standard and without experience, after more than a year's efforts, drafting the relevant research projects and draft national standards has been completed, and has made pre technical reserves in response to the EU's PFOS implementation in 2008.
Tianjin entry-exit inspection and Quarantine Bureau official pointed out that at present, most domestic textile and leather export enterprises have not attracted enough attention to the PFOS directive, and even do not know whether their products contain PFOS components.
From the beginning of 2008, the Tianjin entry exit inspection and Quarantine Bureau, on the one hand, publicize EU directive requirements to export enterprises to help enterprises improve their production processes, so as to reduce the content of PFOS in finished products. On the other hand, the research on PFOS has changed from the detection technology research stage to the standardization stage of PFOS detection in finished products.
In order to ensure the smooth export of textiles and leather goods to the European Union, and to minimize the impact of the "green technology barrier" on the export enterprises of the EU PFOS limit, the Tianjin entry exit inspection and quarantine bureau established the "PFOS rapid detection system". The docking samples, sample preparation, instrument analysis, data audit, certificate issuance and other links were put first, and the laboratory staff implemented two shifts to reduce the testing process from the original 10 days to 3 days.
Since receiving the first batch of PFOS samples in June 3rd, the inspection and technology center of the Tianjin entry exit inspection and Quarantine Bureau has completed the inspection of 31 batches of samples, including leather boots, cowhide, yarn, rain boots, sheepskin and textile fabrics, and timely issued a test report to ensure that Tianjin's foreign trade enterprises are going to export to the European Union.
