In order to strengthen the management of physical examination institutions, standardize physical examination behavior and improve the quality and level of physical examination, the Ministry of health organized experts to study and formulate the management method of physical examination institutions (Draft).

The "Regulations" stipulate that medical institutions should gradually realize computerized automatic management of medical services, and do well in the management of electronic health records, so as to ensure the authenticity, completeness, accuracy and security of medical information.

Without the consent of the examiner, the medical institution shall not distribute or divulge the personal information of the patient without authorization.

The physical examination institution shall keep the time limit for the personal physical examination information of the patient in accordance with the time limit for the preservation of the relevant medical record.

In the thirty-ninth way of the regulations, the medical institutions intentionally issue false certificates, and the health administrative department shall give them a warning and impose a fine of not more than 3000 yuan.

If a medical institution produces a false medical examination result or a document that causes delay in diagnosis or treatment, or may pose a threat to public health and safety, the health administrative department will impose a fine of more than 3000 yuan and 5000 yuan, and revoke its practice license for medical institutions.

In addition, in the "method", medical institutions should conduct physical examination within the physical examination scope and items approved by the health administrative department according to their own abilities and conditions.

Medical institutions must be equipped with first-aid equipment and medicines, and formulate emergency response plans.

The method also emphasizes that medical institutions should notify the examiner in advance and sign informed consent when carrying out invasive examination (special examination) for the patients.

Except for first aid, the medical institution shall not treat the patient, except the general medical treatment approved by the health administration department.

Medical institutions shall not sell drugs, health products, health appliances, etc.

The physical examination center with permission to go out for physical examination should submit materials to the health administration department at least 5 working days before each physical examination, including written instructions for the collection, delivery and inspection of medical specimens, medical waste disposal and sanitation and disinfection facilities and plans after on-site inspection.

If a physical examination involves radiation detection, a special physical examination vehicle that meets the relevant statutory requirements must be used.

The special physical examination vehicle must be tested and certified by the health technology inspection department and reported to the relevant health administrative department for the record.
